This special administrative permit (SAP) proposes the redevelopment of an existing surface parking lot located at 680 Spring Street, NW with a high-rise mixed-use building. The existing surface parking lot being redeveloped currently provides accessory parking for The Varsity restaurant, located immediately south of the property. The proposed development includes 560 student-oriented multifamily units with ground floor commercial use proposed on Spring Street and wrapping the corners of the building. The development program contemplates achieving the retail bonus, the transit area bonus and the reduced parking bonus. Parking will be provided in a parking deck wrapped with a building on three sides. Vehicles will access the property through a proposed curb cut on the northern property boundary and also utilize an existing curb cut located on the adjacent lot to the south (61 North Avenue). Access to the parking garage and service areas will be provided from the north and south private drives of the property.
