Compared to the aerial the amount of parking shown here is much larger that what exists. And there appears to be about 37.8 ft from the PL to the driveway at the narrowest point and about 50 ft from the PL to the nearest corner of the existing building.
Staff requests any existing parking encroaching into the buffer be relocated for the installation of a 37.5 ft buffer with fence. There should be still room from the edge of the buffer to the building for the existing driveway around the building.

Fire Access -
Fire apparatus access roads shall have an unobstructed width of not less than 20 feet and an unobstructed vertical clearance of not less than 14 feet. This shall include multi-family properties and residential communities with privately maintained streets; on-street parking shall be prohibited unless the minimum 20 feet width can be established and maintained. Fire apparatus access roads shall not have a slope greater than 10%.
Turning Radius –

Access Road Design –
Fire apparatus access roads shall be designed and maintained to support the imposed loads of fire apparatus and shall be surfaced to provide all-weather driving capabilities. CFD’s largest trucks have a Gross Vehicle Weight (GVW) of 85,000 lbs.
Hose Pulls –
Fire apparatus access roads shall be within 200 feet of all exterior walls of sprinkled buildings and 150 feet of all exterior walls of non-sprinkled buildings. Measurements of hose pull SHALL start from road access / lane of travel, not from a parking spot or back of curb.
Gutter Design –
If gutters are to be included in the fire access road requirement of 20’ minimum width, then the gutters are to support 85,000 lbs.
Water Supply Non-Sprinkled –
For non-sprinkled buildings - An approved fire hydrant shall be located within 400 feet from the most remote point of all buildings and measured “as an approved apparatus route as determined by the fire code official�. (NCIFC 2018 ed. Sec. 507.5.1.) Include 15 PSI fixed loss for reduced pressure backflow device.

R-2 - Sprinklered Apartments – ISO Calculations
An ISO needed fire flow (NFF) calculation shall be completed for all sprinkled buildings, NFPA 13D and NFPA 13R Systems.
Buildings protected with an NFPA 13R sprinkler system shall be calculated with a 50% credit allowance given on the NFF.
Hydrants Serving Standpipes –
Buildings equipped with a standpipe system installed in accordance with Section 905 of the 2018 International Fire Code shall have a fire hydrant within 100 feet (30 480 mm) of the fire department connections.
Fire Department Connection Access –
The fire department connection (FDC) shall not be greater than 50 feet from a fire department access road.
NFPA 13 / NFPA 13R FDC –
Show an NFPA 13 / NFPA 13R FDC location within 200 feet of a fire hydrant as the truck travels.
Hydrant Locations –
Show all existing and new hydrant locations, including size of mains. Friction loss calculations shall be required for all new hydrant installations in a water-model format; label hydrants whether they are public or private.
Hydrant Flow Test –
Include recent hydrant flow test (within the past 12 months) of the closest hydrant serving the proposed building. Flow calculation shall be at 20 psi from our hydrant test coordinator by calling 704-336-2101.
Water Model –
A water model will be required for the proposed hydrants.

Type: condition Title: Storm Water Impacts Description: This property drains to McAlpine Creek, which is an impaired/degraded stream, and may contribute to downstream flooding. This project has the opportunity to mitigate future impacts to this stream, therefore, Storm Water recommends placing the following notes on the plan:
(I) Storm Water Quality Treatment
For defined watersheds greater than 24% built-upon area (BUA), construct water quality stormwater control measures (SCMs) designed for the runoff generated from the first 1-inch of rainfall for all new and redeveloped BUA associated with the project. SCMs must be designed and constructed in accordance with the Charlotte-Mecklenburg BMP Design Manual.
(II) Volume and Peak Control
For defined watersheds greater than 24% built-upon area, control the entire volume for the 1-year, 24-hour storm for all new and redeveloped BUA associated with the project. Runoff volume drawdown time shall be in accordance with the Charlotte-Mecklenburg BMP Design Manual.
For commercial projects with greater than 24% BUA, control the peak to not exceed the predevelopment runoff rates for the 10-yr, 6-hr storm and perform a downstream flood analysis to determine whether additional peak control is needed and if so, for what level of storm frequency, or if a downstream analysis is not performed, control the peak for the 10-yr and 25-yr, 6-hour storms.
For residential projects with greater than 24% BUA, control the peak to not exceed the predevelopment runoff rates for the 10-year and 25-year, 6-hour storms or perform a downstream analysis to determine whether peak control is needed, and if so, for what level of storm frequency.
Staff is available to discuss mitigation options prior to the rezoning plan approval should the project have practical constraints that preclude providing the above referenced stormwater management.
