LOCATION: Point of delivery is located south of South Military Highway near the Southern Branch of the Elizabeth River. Linear underground pipeline runs west along South Military Highway from the point of delivery site, until reaching Michael Drive, and then runs northeast along Michael Drive. Along Michael Drive, the pipeline exits the existing right of way at parcel 0254009000011, owned by New Fellowship Deliverance Church and again at parcel 0254005000351, owned by DCP Chesapeake LLC. Upon reaching parcel 0254005000350, owned by Michael Drive LLC, the project crosses underneath St. Juliens Creek and enters St. Juliens Annex (parcel 0253001000110), owned by the US Government. Pipeline then runs through parcel 0170000000010, owned by AJS properties, before entering into the City of Portsmouth.

The Point of Delivery (POD) gas facility is proposed on the IMTT-Virginia LLC parcel, located south of S Military Hwy (Route 13/460) and east of address 2904 S Military Hwy, Chesapeake, VA 23323.
From the POD gas facility, the linear portion of the project runs west in S Military Hwy road right-of-way until reaching Michael Drive, and then runs northeast mostly within Michael Drive road right-of-way before crossing underneath the St. Juliens Creek via hydraulic directional drilling to access the St. Juliens Annex. The project then continues northward through the St. Juliens Annex along Center Street, Magazine Road, Transportation Street, crosses underneath Blows Creek, and follows along Craddock Street road right-of-way before exiting the City of Chesapeake and entering the City of Portsmouth.

Description of Proposed Project:
Columbia Gas of Virginia's Norfolk Navy Shipyard project proposes to install approximately 4 miles of high pressure steel pipeline in the City of Chesapeake and the City of Portsmouth to serve the United States Navy. The approximate 4 miles of pipeline consists of approximately 20,400 feet of 8'' steel pipe and approximately 1,000 feet of 4'' steel pipe. The linear portion of the project is underground. Approximately 2.50 miles of the total linear project is within the City of Chesapeake.
The POD gas facility located on the IMTT-Virginia LLC parcel proposes an above ground valve in exclusive easement. 800 linear feet of 4'' diameter coated steel high pressure pipeline, a gravel access and gravel pad, and a fence are all proposed for the POD facility.
