Areas that have been cleared shall have the soil moisture holding capacity restored to that of the original undisturbed soil native to the site to the maximum extent practicable. The soil in any area that has been compacted or that has had some or all of the duff layer or underlying topsoil removed shall be amended to mitigate for the lost moisture holding capacity. If soil amendment and/or topsoil replacement is required, it shall be applied pursuant to KCC 16.82.100.G as noted below:
- Soil amendment/topsoil replacement shall take place between May 1, and October 1;
- Replaced topsoil shall be a minimum of eight (8) inches thick, unless the permittee demonstrates that a different thickness of topsoil will provide conditions equivalent to the soil moisture holding capacity native to the site;
- Replaced topsoil shall have an organic content of between eight (8) inches and thirteen (13) percent dry weight, and a pH suitable for the proposed landscape plants.
