Residential Excise Tax fees are no longer required to be paid prior to permit issuance due to the Senate Bill (SB0325) that was passed and effective October 1, 2026.
For permits applied for on October 1, 2026 or later: Residential Excise Tax must be paid prior to the Final Building Inspection before that inspection can be scheduled. Certificates of Occupancy and Temporary Certificates of Occupancy will not be issued until all Excise Tax Fees have been paid.
If you choose to pay the excise tax fees prior to permit issuance, you will need to notify the permitting office at 240-313-2460 for payment. The invoice received for your permit will no longer include the excise tax fees. A separate invoice will be issued for excise tax not more than 30 days prior to the final building inspection.
